In many ways this tale, though beautifully written, is somewhat unremarkable in the context the welfare-state created and randomly violent members of the underclass.

Yes, that is worth noting. I'm against the wide spread of cctv and from what I understand it hasn't had a net improving effect on clear up rates. But in this case, it might be that it allowed a crime to be solved that would otherwise have gone unsolved, which is of course a very good thing.
