Gibberish

Charles Moore writes about our nuclear deterrent in today's Telegraph. From the comments section - and from someone who plainly regards him or herself as a gritty realist:

Perhaps the money is better spent on social services and education, which is where the new matrix of power lies. The UK must exploit biopolitical sources of power rather than beat the drum about old and staid geopolitical instruments of power!

I defy anyone to extract concrete meaning from those sentences.
