"Any incident, which may or may not constitute a criminal offence, which is perceived by the victim or any other person, as being motivated by prejudice or hate."
Note the "any other person" bit.
So. How many arrests were there?

At this incident two people with cartoons of Mister Moh were arrested for breach of the peace. The message is clear; as long as you are a muslim with a banner calling for the murder of non muslims the Met will encourage you. Any one else gets the Paddy wagon. Ah Britain!
