The US is a <B>federal</B> country and under the <A HREF="http://en.wikipedia.org/wiki/National_Response_Plan" REL="nofollow">National Response Plan</A>: "natural disaster response and planning is first and foremost a local government responsibility. When local government exhausts its resources, it then requests specific additional resources from the county level.
